Policies & Procedures
Purpose
The purpose of the policies and procedures are to provide direction for the administration of the Measure R program. The policies and procedures do not change or replace the Expenditure Plan, they simply provide further detail of how to accomplish the goals of Measure R.

Cooperative & Supplemental Agreements
Two of the major requirements of the policies and procedures are the cooperative and supplemental agreements between the authority and its member agencies. The cooperative agreement is an agreement between the authority and the project sponsor that is to be executed before any Measure R funds for regional projects and/or bike / transit / pedestrian projects can be disbursed. The funds available for regional and bike / transit / pedestrian projects are those listed in the Expenditure Plan and authorized in the Strategic Work Plan.

Supplemental agreements are necessary on a project by project basis. Supplemental agreements must include the project scope, costs, and schedule of the project for which the reimbursement is being requested. Only projects that are in the Expenditure Plan and Strategic Work Plan may enter into a supplemental agreement.
