Purpose: The Measure R Finance Committee was created to make recommendations on financial funding issues to assure the best usage of Measure R funds. The Measure R Administration Program is guided by principles that ensure that revenue generated by the transportation sales tax is spent in the most efficient and effective manner possible, consistent with the desires of the voters of Tulare County.
Meeting Report: The Measure R Finance Committee had its first meeting in November and recommended that the committee meet with local lending institutions to go over the possibility of short term lending for Regional Measure R Projects. The only funds that may be borrowed against are Measure R Regional funds, which make up 50 percent of Measure R. The Measure R Finance Committee is seeking to maximize the use of these funds by using short term lending to deliver projects as early as possible and cut down on future escalation.
