Two new members named to Citizens’ Oversight Committee

Two new members have been appointed to the Measure R Citizens’ Oversight Committee.

Dan Meinert, former deputy city manager for the City of Dinuba, has been appointed to represent the City of Dinuba on the committee. Additionally, KMJ personality Kent Hopper, has been appointed to represent the City of Porterville. Both appointments were made during the Tulare County Transportation Authority’s September meeting.

Also during the meeting, the Authority approved a declaration of official intent so that in the future, the Authority’s recent $20 million loan could be repaid by the issuance of a bond. A bond issuance may partially be used to repay a current note. The loan was finalized in August for the early delivery of Measure R projects.

Citizens’ Oversight Committee appointments approved
The Tulare County Transportation Authority approved the following appointments to the Measure R Citizens’ Oversight Committee during its July 19 meeting: Ty Holscher, City of Tulare; Dave Harrald, County of Tulare; Jack Ritchie, City of Woodlake; and Nick Seals, Tulare County Economic Development Corporation.

While Measure R revenues are consistent with the Expenditure Plan’s projection of $21.8 million ($21.3 million in 2009-10), TCAG is looking into bonding to keep Measure R projects on track. The 2010 Measure R Strategic Work Plan, which details the delivery of Measure R projects in the upcoming five-year period, will be presented to the Authority in August.

Keep an eye out for Santa Fe Trail EIR

In August, the public will get a look at the Santa Fe Trail draft Environmental Impact Report. The document will have a 45-day review period and could be approved/certified in November. The Santa Fe Trail is a Measure R-funded project that would be the county’s first regional multi-use trail.

Local preference policy adopted

The Tulare County Transportation Authority has approved a policy that will encourage the use of local contractors for Measure R-funded projects. The Measure R Policies and Procedures will be updated to encourage agencies to go local with Measure R funds.

$20 million loan keeps R projects on track

The Tulare County Transportation Authority has borrowed $20 million to fund Measure R projects scheduled through 2011.
The loan from the Tulare County Tax Collector-Treasurer is allowing the Authority to keep projects moving forward as the state weathers its current budget crisis. The loan will be repaid in three years.
