These are projects identified in the Measure R Expenditure Plan as having regional significance. Each is funded under the 50% Regional Projects Category of the
Measure R Plan.

Projects under way or scheduled

Highway 198/Plaza Drive interchange – VisaliaWidening of the Plaza Drive bridge to 7 lanes; addition of auxiliary lanes; and improvements to on- and off-ramps. Work has begun, with completion expected in mid-2013.

Total project cost: $26 million
Measure R: $2.8 million

Road 80 – Visalia to Dinuba
Phase 1 from Ave. 312 (Riggin) in Visalia to Ave. 328 is complete.
Phase 1A from Ave. 328 to St. Johns River is now under construction. (This segment includes work on bridges and culverts.)
Phase 2 from Ave. 384 to Ave. 416 (El Monte Way) in Dinuba has been bid. Work is expected to begin in April 2011 and be complete in spring 2012.

Road 108 – Visalia to Tulare
Widening from Caldwell in Visalia to Leland Avenue in Tulare. Now under construction. Completion is scheduled for mid 2012.
Total project cost: $30.5 million
Measure R funds included: $25.8 million

Betty Drive – Goshen/Visalia
Phase 2A widens Ave. 312 (Riggin) from east of Road 80 to Camp Drive. Now under construction.
Phase 2B will provide an overcrossing from just east of Highway 99 over the Union Pacific railroad tracks and will connect with the future new Betty Drive/99 interchange. Now under construction

The interchange with SR 99 is in the environmental review phase and Caltrans is meeting with businesses potentially affected by construction.

Total project cost: $8.5 million
Measure R funds included: $3.1 million

Cartmill Avenue Grade Separation – Tulare 
Will create a new overpass over the UPRR at Cartmill and "J" St.
Now under construction. Completion is expected in mid-2012.
Project cost: $11.7 million

Avenue 416 - Dinuba
Phase 1 from Road 56 to Road 80 is in the design phase. Construction is expected to start in 2011-2012.
Phase 2 from Road 32 to Road 56 is scheduled for construction in 2013-2014.
Kings River Bridge improvements are scheduled for 2012-2013.
Bridge total project cost: $22 million
Measure R funds included: $4 million (local match)

Bardsley Avenue Grade Separation – Tulare
Will create an underpass at Highway 99 to remove the existing at-grade railroad crossing. Construction expected in 2011-2012.

Scranton Avenue – Porterville
Will widen Scranton Avenue and Indiana Street. Construction expected in mid-2011.
Project cost (fully funded by Measure R): $3.32 million

State Route 190 – Porterville
Overlay, shoulder widening, left-turn lanes and relocation of utilities. Construction expected in 2014.
Total project cost: $20 million
